Tabletop Scorekeeper has no account, no sign-in and no server component — it contains no networking code at all. Players, scores, rules and finished games are stored in the app's protected data area on your device. The only permission it ever asks for is local notifications, used solely to alert you on this device when a turn's time is up while the app is in the background.
